Higgins served eight years on the council and Berrios four years.<\/p>\n<p>Higgins decided not to seek re-election in November. Berrios lost in the November race for mayor against Dana Ralph and his council term expires at the end of this year.<\/p>\n<p>Voters elected Toni Troutner to replace Higgins and Satwinder Kaur to replace Berrios.<\/p>\n<p>The council has not yet announced how it plans to replace Ralph on the council.
