The Kent City Council will discuss the funding of parks; possible legalization of recreational marijuana sales and processing; homelessness; strengthening communications; and other issues at its annual retreat.

Residents are welcome to attend the retreat from 8 a.m. to 5 p.m. on Saturday, Feb. 4, at the Green River College campus at Kent Station, 417 Ramsay Way. The council does not take public testimony at the planning meeting. The council will not vote on any measures.

The seven-member council will discuss whether it has a consensus for a new direction on marijuana policy. The council passed a ban in 2014 on recreational marijuana businesses in the city even though state law allows the businesses.

The council also will talk about the long-term funding of parks and whether it can agree on a potential source of revenue, including possibly the business and occupation tax.

Other topics include tenant protections; how to address homelessness; how to tell the city’s story better to the public; and improving internal communications.
