Wild Kent chase leads to eluding police, hit-and-run charges

Driver in stolen vehicle hit five vehicles, injured two people during pursuit

A 30-year-old Spanaway man reportedly hit as many as five vehicles and injured two people during a 3-mile Kent Police pursuit last month of a stolen Ford F250 truck.

The afternoon chase started on the East Hill and reached speeds of 60 to 70 mph before ending in the Valley when the suspect collided with two vehicles.

Sean A. Mosier has been charged with attempting to elude a pursuing police vehicle and two counts of hit and run attended after he ran a red light and injured two people in their vehicles, according to charging papers filed Oct. 25 in King County Superior Court. Mosier pleaded not guilty to the charges on Nov. 8. As of Nov. 9, he remained in custody at the King County Correctional Facility in Seattle with bail set at $150,000.

Kent Police responded at about 3:19 p.m. Oct. 20 to a suspicious vehicle call at the Phoenix Court Apartments, 23913 111th Place SE. The call was about a black Ford 500 with no plates or tires. There have been numerous stolen vehicles dumped at the apartments, including Ford F250s and F350s, according to police.

An officer arrived and saw a maroon Ford F250 with no license plate and no visible tag. The officer walked up to the man standing outside the truck and asked him why he didn’t have plates. The man claimed he had just bought the truck.

The officer saw a temporary tag and asked the driver if he could hand it to him. The officer could tell the permit had been tampered with, according to documents, and the officer decided he had probable cause for violation of a trip permit.

As the officer went back to his vehicle to get on his radio, the man closed the door to the truck and turned the vehicle on, according to documents. Another officer pulled in to try to stop the truck from leaving, but the pickup pulled away, hit the officer’s SUV, backed up and sped away squealing the tires, according to documents. The truck hit a red SUV that had been parked.

The first officer on the scene got into his SUV to go after the suspect. The officer said in his report that the vehicle drove recklessly through the parking lot at a high rate of speed, narrowly missing moving vehicles and pedestrians walking through the lot.

Another officer grabbed stop sticks and tossed them at the only exit from the parking lot, but the F250 ran over the sticks and kept going, according to documents.

The pursuit continued westbound on Southeast 240th Street. Near the intersection of 104th Avenue SE, the officer received supervisor approval to continue the chase, according to documents.

The suspect reportedly began swerving multiple times in and out of oncoming traffic, and he drove down East James Street going 60 to 70 mph, according to documents. At James and Jason Avenue North, the suspect reportedly struck an occupied gray truck on the driver’s side, causing damage to the truck, according to documents.

According to documents, Mosier continued westbound until turning north onto Second Avenue North. The vehicle then turned back southbound on First Avenue North. The officer who began the pursuit then noticed tire damage on his patrol vehicle and pulled out of the chase.

According to documents, another officer took over the pursuit westbound on James Street. Mosier went into oncoming traffic just east of Washington Avenue North but then returned to the correct lane. The driver ran a red light at James and Washington and continued westbound.

Traffic was heavy when Mosier ran the red light and West James and 64th Avenue South, according to charging papers. He struck two vehicles and came to a stop on the north side of West James Street.

Mosier ran from the vehicle through the Atrium on James apartment complex. Three officers chased him on foot. Mosier ran up to the third floor of the apartments. Officers could see Mosier grabbing items out of his pockets and putting them in his mouth. After numerous commands, Mosier came down and was taken into custody. Mosier told officers he had swallowed fentanyl, Xanax and meth, according to charging papers.

Officers also took a female passenger in the pickup into custody. She said she understood her rights and wanted to remain silent and wanted her attorney.

Mosier spoke to an officer and said he had bought the truck three days prior. He said he fled the scene because he had just bought drugs. He said he didn’t mean to ram a police vehicle when leaving the parking lot, according to documents.

Police determined the F250 had been stolen out of Federal Way.

Mosier reportedly injured two people when he hit vehicles at the intersection of James Street and 64th Avenue South, the fourth and fifth vehicles he had hit. Both drivers were transported to Valley Medical Center in Renton. One driver had leg pain and the other driver complained of neck and head pain, according to documents.

Mosier’s criminal history includes convictions of second-degree assault, residential burglary and second-degree robbery, each in 2014. He also has a pending Pierce County case for attempt to elude a police vehicle and resisting arrest. He reportedly rammed a police car and collided with three other vehicles during that pursuit.
