Two men face several charges for shooting and injuring seven people July 13 along Pacific Highway South in Kent.
King County prosecutors charged Terrance Felix Lombard, 20, of Pacific, with two counts of first-degree assault, one count of second-degree assault and first-degree unlawful possession of a firearm. Jaylyn Lamar Garcia-Davis, 25, with a last known address in Federal Way, faces two counts of first-degree assault.
The shooting occurred at about 5:55 p.m. on July 13 near a Metro bus stop in the 23200 block of Pacific Highway South. A witness flagged down a Des Moines Police officer who found six shooting victims along the sidewalk. Police later determined a seventh person also had been shot. Three of those shot were juveniles.
“Within a second or two of each other, the defendants each individually fired into a group of people, striking seven total victims,” Senior Deputy Prosecuting Attorney Jennifer Phillips wrote in charging documents filed Aug. 13. “Two of those victims were not even affiliated with the group of individuals they had been verbally arguing with just prior to the shooting. The defendants conduct in this case endangered the lives of all seven victims and numerous other witnesses and bystanders.”
Lombard remains in custody in the county jail in Seattle with bail set at $750,000. Kent Police arrested Lombard Aug. 11 at his Pacific home. Garcia-Davis also remains in custody at the county jail in Seattle with bail set at $750,000. Police arrested Garcia-Davis Aug. 12 in Seattle.
Two groups got in a verbal argument near a Metro bus shelter. The two men who fired the shots fled the scene. A stare down and apparent argument about which group was disrespecting the other, started the dispute. Witnesses to the shootings described to police the men who fired the shots. Detectives also reviewed video surveillance from numerous locations near the shooting scene.
Video footage depicting one of the suspects was released on multiple platforms, including Facebook and Q13 news Most Wanted list. Witnesses came forward to police to reportedly identify Lombard. Video also assisted with the arrest of Garcia-Davis.
A 15-year-old boy who was shot in the back, had his spine injured by the bullet and is likely paralyzed from the lower back down, according to charging papers quoting Harborview Medical Center staff. He also sustained damage to his lungs, causing prolonged oxygen deprivation and he may have diminished mental capacity resulting from the damage. A 16-year-old boy was shot in the chest and was on a ventilator until July 15.
Lombard has multiple prior convictions and was on state Department of Corrections supervision at the time of the shooting. He has felony convictions for second-degree robbery and second-degree burglary in 2019. He also has juvenile felony convictions for second-degree burglary (2018), second-degree robbery (2017) and second-degree malicious mischief (2015). He was released from prison in December 2019.
Garcia-Davis reportedly has limited ties to the area, but has a criminal history in Nevada for arrests or charges for attempted murder, robbery and burglary, according to charging documents.
