A Kent woman faces charges of felony hit-and-run, vehicle prowl and identify theft after she allegedly drove a SUV that ran over and killed a 22-year-old man on Jan. 25 at Beaver Lake Park in Sammamish.
King County prosecutors filed charges against Ka’ Deidre Alana Rials, 23, who remained in custody on Friday in the county jail in Seattle with bail set at $450,000. She is scheduled to be arraigned on Feb. 15 at the King County Courthouse in Seattle.
Prosecutors initially looked into filing a vehicular homicide against Rials for the death of Moises Elias Radcliffe at Beaver Lake Park.
“Although the charges presently filed against the defendant do not include homicide, the investigation into the death of Moises Radcliffe continues,” wrote Jeffrey Baird, senior deputy prosecuting attorney, in charging papers filed Wednesday.
Renton Police found the gold Infinity SUV on Thursday that Rials reportedly drove when she ran over Radcliffe before leaving the scene. King County Sheriff’s Office detectives arrested Rials on Jan. 28 at a house in Skyway near Renton.
Radcliffe allegedly confronted Rials in a SUV after she had just prowled his car. Radcliffe got his handgun from the trunk of his car and ran toward the SUV, according to court documents based on reports from witnesses. Radcliffe reportedly moved to the front of the SUV and gave some type of warning while pointing the gun at the vehicle.
Radcliffe fired shots at the SUV, which struck him, according to court documents. The SUV carried him across the parking lot and he ended up pinned under the wheel. He died at the scene. A witness with a dash camera captured the SUV on video leaving the park as someone threw a purse out of it.
A car prowl victim at the park had a bank card stolen from a wallet and the card was later used at a Fred Meyer in Renton. A print on another card not taken from the wallet matched Rials’ fingerprint.
Rials declined to talk to detectives about the incident. Witnesses told detectives that Rials allegedly used a window punch to break into Radcliffe’s car and stole a purse from it that belonged to Radcliffe’s girlfriend who was at the park with him walking their dog.
Detectives also arrested a 17-year-old girl and a 16-year-old girl for investigation of identity theft and possession of stolen property. The teens reportedly were at Beaver Lake Park in the SUV with Rials and later spotted on video surveillance trying to use a credit card (stolen from a vehicle at the park) at a Fred Meyer store in Renton.
The criminal history of Rials includes convictions for third-degree theft in 2015, 2013 and 2012; DUI in 2015; making a false statement in 2014; and attempted organized retail theft in 2013. She also was charged last year with five counts of identity theft.
