The city of Kent will hire its first business strategy and performance analyst later this year.

The City Council unanimously approved the new position at its May 3 meeting. The salary range will be from $73,920 to $90,084.

City leaders want the new hire to lead, direct, plan and organize the city’s performance measurement and lean business process improvement programs. The creation of the position is a followup to a report in December to the council by Derek Matheson, city chief administrative officer, about finding ways to run the city more efficiently.

“I’m excited about this,” Councilwoman Dana Ralph said at an Operations Committee meeting last month. “I think it really has huge value in the training and the measuring and just being responsible with our budget and our resources. It sends a very strong measure that we are willing to step up and help our departments and employees and achieve what we would like to see.”

The new hire will report to Marty Fisher, city human resources director.

“I think the efficiencies will outweigh the cost,” Fisher said in a report to the Operations Committee. “They will not do all the work but be the point person for training for each department to improve their processes.”

Fisher said city staff research about pay for the job showed Bellevue is the only other local city with a similar position. Bellevue pays $70,000 to $97,000 for the job.

Matheson said the six key elements of the performance project program are strategic planning; using lean practices to get more done with fewer resources; respect among employees and to customers; performance measurement; leadership development; and resident voices.
